1. Objectifs du cours

This course examines current issues in environmental economics, with a focus on microeconomic methods applied to empirical issues.
It provides an overview of the literature, the challenges of using applied microeconomics and policy evaluation methods in environmental economics, and some practical tools.
The course combines theory and empirics and has a strong applied focus.
Provides students with knowledge and understanding of the major debates of environmental economics, on the design of environmental and climate regulation, the valuation of environmental externalities, behavioral failures and political economy factors in accelerating or slowing down the implementation of environmental policies.

2. Description du cours

This course provides an introduction to environmental economics through the use of fundamental tools: analysis of externalities, public goods, and social welfare; public policy instruments (taxes, quotas, regulation); carbon pricing; environmental valuation; climate economics; and the role of institutions in the ecological transition.
Through sectoral and institutional case studies, it highlights the challenges of the ecological transition and the trade-offs between efficiency, equity, and political feasibility. The course combines economic theory, empirical analysis, and discussion of contemporary public policies, with a particular focus on global climate issues

4. Compétences visées

  • By the end of the course, students will be able to:
  • Identify the main market failures related to the environment and understand their economic implications.
  • Analyze and compare environmental policy instruments based on economic criteria: efficiency, equity, and costs.
  • Evaluate the economic impacts of climate change mitigation policies, including concepts such as the social cost of carbon and carbon pricing.
  • Apply environmental valuation methods to estimate the economic value of environmental goods and services.
  • Understand the macroeconomic challenges of the ecological transition, particularly green investment and sustainability.
  • Assess the role of institutions and international mechanisms in the coordination of environmental policies.
  • Apply the tools covered in class to real-world situations through case study analysis.
